You said a lot of things, some of which are very valid, but I wanted to touch on this.
For starters, there are three weekly IB bounties that get you 25 legendary marks for each character (3 x 25 marks = 75 marks per character x 3 characters = 225 legendary marks). Each armour piece will cost you 45 marks for each character and a Nirwen's Mercy will set you back 90 marks (45 x 3 pieces = 130 marks + 90 marks for the weapon = 220 legendary marks cost). You are already rolling a profit on those bounties and you have everything you need.
This is not even including the marks given for SHOWING up in the daily crucible event and the daily mission which should take you about 20 minutes total a day (if it takes you longer, you shouldn't even be playing in the IB) and the 3-5 marks you get for breaking down legendary pieces and you should be getting at least 3 a week minimum there.
Legendary marks are EXTREMELY easy to get and if they aren't for you, you're doing something very wrong.

As time passes, people should continue to subtly gain glimmer until they are stuck at the max glimmer. IB rolls around and they spend their glimmer and they are back to normal. But now that system doesn't work. I'm still stuck at max glimmer and my cryptarch keeps holding all these glimmer giving items. Crud...

Whenever I find myself at 25k glimmer, I go to the gunsmith and buy 6 heavy ammo synths; it puts me at around 20k so I can earn it back easy enough and if I don't use the heavy ammo I can always donate it to my faction for some rep.

I've been saying that Legendary Marks are only hard to come by if you do only the things you want to do. Unless of course you like doing it all, which is a rare thing from what I can see.

That's also using the assumption that everyone has time to run through IB on all three characters.

Even if you only run one character, you can easily get the weapon and armour in a day.
