There should be a much more harsh damage curve for light level. I'd say 1% per 2 levels of light. So someone at 300 would take 10% less from and deal 10% more to someone at 280. This would ensure the everyone at the proposed 260 minimum would still stand a chance, but have a much harder time, as they'd deal 25% less to someone at 310. But then it would still be possible for them to do well if they were very good.
