From my personal experience there's always one or two red bars per game and almost every other game there's at least one person abusing shadow shot. The worse game was when I was with my friends and marched up against another fire team of hunters abusing shadow shot. I also got the boots to drop but the perk was faster movement and weapon handling after capturing a point.
