HoW and TDB were not cut from the game. If this were true, Activision would've sold them as Day 1 DLC.

Look at old e3 footage and some of the stuff is in the game. Also, people glitched into areas in vanilla before the dark below came out and there were enemies already there from the dlc

There was no enemies there but agree it's cut content, don't mind Josh he gets s little excited.

That is what I believe. Yeah. The areas were empty and not really polished. However. They changed after the Updates. They just added in more areas with TTK that we can't access. They're empty. And have nothing in them.
