No high value targets on Venus
I have done at least a dozen Venus patrols without getting any high value target patrols. Then material patrols started not dropping materials. Something must be up with Venus patrols in general.

2 Replies.. to Get a VIP. you need to do a kill all enemy patrol. So.. run through planet. if you dont see a star (VIP) but do see the kill all enemies. do one of those. and.. BAM VIP.
