All you have to do is reach Gunsmith rank 10. Stop waisting your time with all this puzzle nonsense.
Edit: its the same as the faction specific exotics. You reach lvl 25 and get a quest. Its the same with the Gunsmith. Reach rank 10 and you will have your Sleeper Simulant.
