What about clans with 1000+ members or members on different platforms?
Just saying, adding 20+ pages to the roster would be a lot harder than adding more vault space.

Clanmates are capped at 100. Clans larger than that should make separate clans, as mine has done. My clan has 3 groups/clans. Keep in mind, groups are not the same as clans. Groups can have 1000+ members, but the clan within the group can only be capped at 100. 100 clan mates is manageable in an in-game roster.
