Yes. It REALLY sucks. I think the Fabian Strategy must have been a victim of balancing or something. Its exotic perk only works halfway. There is ZERO boost to rate of fire, and the boosts to stability and reload speed are negligible. The exotic perk doesn't work: plain and simple. -You then throw in the fact that the weapon has normal zoom while ADS and it doesn't handle at all like it was meant to be used from point blank range. The perk needs to perform in its entirety, or the weapon needs a different exotic perk. One that works, and one that fits the weapon. Since it has that unique shield on the front of it, I would say that the ballistic shield is a pretty good thing to build its exotic perk around.
