I know that Dead Orbit won't work with New Monarchy or FWC but couldn't FWC and New Monarchy work together? FWC can be in charge of building up and training a non-guardian military for the City, like a militia, raise outposts and military fortifications for the Guardians and New Monarchy can focus on fixing the internal strife that plagues the City so badly.
