They did that because there RNG suuuuuck, look I'm pretty sur people will run more than 10 nightfall without any exotic drops. They will only be able to buy what Bungie want us to have ... 3 of coins increase the exotic rate drop, that good. But you are right, it's too OP. At least for player who had a lot of strange coins. Seems to drop every 4-7 coins in average when you farm for it. As may player said, it should have increase the rate depending on what you are doing. Doing a low level mission : small chance of exotic from ( but legendary one maybe ? ) Doing Strike level 36 : Slimly more chance from mission Doing Strike level 40: Good chance but not as much as nightfall Doing nightfall : High level of exotic drops For Raid I don't know in between level 40 strike and nightfall and hard raid over Nightfall. Kinda somewhat based on your light level, you are 300 and doing a 260 LL thing less chance to get an exotic than doing a 300 LL thing. BTW: I admit it, I did it and get many duplicates unfortunately. (it's my revenge on year one 8 weeks 3 characters and 0 exotics from from anywhere nightfall or raid)
