Pardon my ignorance (I've only spent a few hours with 2.0 so far), but isn't their a terminal by the Vanguards that let you re-do quests for rewards? I've heard that you can do this to get the strangers rifle again.

It's not as simple as just letting you do quests again and get their rewards two times. You can only replay abandoned quests, and since the main story was revamped and is now "new" it's available at the kiosk. The subclass quests can not be redone, though.

I got it doing the fruit last night it was legendary gunna ascend it today

Yep. Doing the "Fruit of the Garden" Quest, nets you the Legendary Stranger's Rifle, yes, LEGENDARY
