Did you run with your friend that he's a fireteam leader? Make sure to promote you to fireteam leader and start fist of crota again.

Make sure you don't return to orbit until you see a countdown timer at the end of the mission. If you RTO'd before the game said you completed this mission, you won't get credit for it. Same thing happens to people who skip the cutscene at the end of The Black Garden story mission. When they leave early, they did not get the Strangers Rifle. Try replaying this mission and stay through the countdown timer at the end of the mission.

If you ran alone and not complete then idk. I only fix the quest is to promote me a fireteam leader by invite your friend to your fireteam.
