What exactly does the Tilt skull do?
It says it "modifies" damage tables. But it doesn't say HOW it modifies them.

Strengths and weaknesses of weapons are exaggerated. So plasma pops shields in an instant, but is crap against armor. Bullets shred armor and health, but are useless against shields. That is how it worked in ODST anyway. It might be different in Reach.
