To receive the VIP rewards, you need to have at least one light level 30 character or own both expansion I and expansion II on or before 08/31/15 and purchase and play The Taken King on or before 02/01/16.

So I can get the VIP rewards without pre-ordering? Because I was under that impression before, until I got an E-mail from bungie that claims you must "pre order now to lock in your rewards." Is that just saying you won't have to worry about the deadline, or that you don't get the rewards unless you preorder?

You can get the VIP rewards without pre-ordering as long as you meet the requirements I mentioned above.

Alright, well thanks for the info, and I hope bungie doesn't change their minds last-minute again. I had pre-ordered a copy of TTK Legendary Edition a while back to get the suros pack, which many forum mods denied the existence of, so I cancelled it. Not even two days later Bungie officially announced the suros pack. Just hoping things stay consistent from now on. :/
