Scumbag RNGesus.

So I was doing some Dragon Strikes to get the infamous Dry Rot for my PvE purposes ( cause I can't get a Fourth Horseman :( ) and I, unsurprisingly, came across an inactive while running the playlist. As a normal player would, I reported him about halfway through the strike just incase he was just a little busy. The entire strike, he doesn't move his character once, only kills one enemy so he doesn't get booted out, so you know he is clearly active, especially at the end. We finish the strike, and the 2 guys that put in all the effort don't get anything worthwhile while he gets an exotic. Granted, it was another Doodoo's Breath, but an exotic is an exotic and he managed to get one for putting no effort in helping us. If you wanna skip to the rewards go to 8:25. Otherwise, you can watch the whole thing and see that the third guy did not once move or come in to the strike. I thought Bungie tried to crack down on these guys. Instead they rewarded him with an exotic lol. My proposal: [spoiler]they make it so the person with the most kills has a greater chance of getting a legendary or exotic item, be it a ship or weapon or armor, while the second place has a slightly higher than normal chance while the last guy has the regular and plain chance. This will motivate players to murder everything they see and see more activity within the strikes. ( although they should also make strikes less like bullet sponges, but that's a whole different thread of its own ) I also think that people who have 10-20 kills or less in a strike should receive a 20-30 minute suspension from any strike playlist, to make it harder to be put with inactives during a playlist, because I think it took me around 20 strikes to get my dry rot, which is pretty damn good, but I encountered about 4 inactives, which really extends the time it takes to run a strike by a decent amount which adds up over time. Hopefully Bungie can find better ways to crack down on them, or motivate people to kill everything in their paths instead of rushing to the final boss.[/spoiler]
