1) put cursor over dregs promise in inventory screen [b][i][u]*make sure the gun is not equipped, it must be in your inventory*[/u][/i][/b] 2) make sure the gun is unlocked 3) hold square for the amount of time necessary for the game to give you an exotic shard and weapon parts. 4) realize that this gun is a piece of shit and gets you nowhere in destiny, and just about any other secondary (vestian dynasty included) is better. Hidden hand makes this gun trash.
