In what way is Iron Banner "level enabled"?

Hi community, Wondering if someone has the skinny on how the IB is but the regular crucible isn't level enabled? In pve, a level 28 could do no damage to a 33, but that is obviously not the case in IB. If you're a good enough player, you can still do well. So I'm wondering, what is actually the difference?   • A low level will suffer a more noticeable difference when it comes to damage taken and given. It isn't nearly as exaggerated as it is in PVE, but you will still see the difference. A couple levels is negligible, but once you start getting four or more below your opponents, you're likely to find yourself losing more gunfights that would have been an even exchange otherwise.

  • mostly the armor and weapon damage ratings. A level 28 would have a much lower armor value due to the obvious level difference. Also, weapons on a 28 are probably gonna not be at max damage value (365)
