It's not just that exotic weapons themselves are underwhelming, it's really the new trend for all legendary weapons. The farce of the "shiny new weapons" is obvious...what about under the hood? That's all that matters...performance. Remember when weapons in this game were sought after? Remember when players grinded super hard to get the best weapon? It's gone. That was a key cog in Destiny that people liked a lot despite it's other failures, but now taking that cog out, and it's going to negatively affect the game. That part of the game will be gone, but Bungie will still want you to grind. "It's not worth it" becomes a common theme, and people stop playing.
