Budgie, if you are dead set on nerfing the black hammer, consider this: reducing the time between precision shots for the white nail perk. By pulling from inventory, you've turned this sniper into on ordinary gun that is not special at all. I'd rather use a higher mag sniper at this point. I'd hate to have my three 365 black hammers become worthless (one for each character).
