There's already a youtube channel that's voice-acting the grimoire cards. Bungie makes a habit of tweeting a link to each new one when it comes out, so it's likely they're using that as a cop-out of the responsibility of actually doing the work themselves. As for putting grimoire cards in the game... they refuse to comment on that.
