People camp the spawns of werewolves and vampires, preventing others from contracting the diseases. Because of this it becomes quite difficult to become one. Thus the only real way to become one is either to get extremely lucky with spawns, or to get bit by a player who was already bitten. As for why they ask here, mostly because they are lazy. It's easier than making an account on the the bethsoft forums and is still within the rules of this forum.
