I agree with the optional matchmaking, but don't put a minimum on the amount of times you have ran the raid or PoE. Just match people based on the amount of time completed on that character. (Except the nightfall, keep that based on level). But for raids... Match everyone that has completed it like 50 times together, but keep the people that have completed it twice in the same group. Let the new people learn together, while the vets can burn through it.

These could all be options you choose when going into matchmaking. Kind of like searching for a type of server in Battefield 4.

Well that could be an option as well. Match novice with novice and vet with vet and/or allow options for matchmaking. Maybe have a box of preferences where you can select things like class you prefer to join and level or number of completed sessions as long as you are willing to wait longer for that.
