I am passing this on to the right people. My apologies for the delays - I am not a Bungie employee, and don't have a guaranteed solution at this point. For now, a few things you can try:
1) If you are up for the download, delete and reinstall the game (Several users are stating this IS restoring function to the game. I cannot confirm. Note that this will NOT affect your characters).
(These solutions do not appear to work - 2: Clear console Cache, and 3) Restore licenses)
4) Contact Playstation support.

Why do you keep posting this, it's been confirmed many times that none of it works.

None of it worked and PSN claims it's a Bungie issue

Only seems to be happening to the digital version, all my buddies are playing on disc
