It's come to a point where the class items are more looking like a fashion accessory and not serving any purpose besides the faction based ones.
Can we implement a system where they actually have a purpose? Give them stat bonuses and passive abilities overall.
For example
Deep Stone Crypt
[b]Willing Light[/b]
+5% to intelligence
[b]Travelers Spark[/b]
Killing an enemy with a Precision hit, has a chance to generate an orb of Light.
Raid and special class items
Light of the Great Prism
[b]Forged Machine[/b]
While equipped, you take 10% less damage against Vex Enemies
[b]Lightweight[/b]
Gives +2 Agility when equipped
So on and so fourth.
Introduction of Exotics will be later included.

Basic: Tactical Pouch - allows you to hold two reserve mags for Pulse Rifles
Advanced: Brawlers Grip - 10% faster Melee cooldown
Exotic: Legacy of Ning - Provides Discharge for Storm Fist
Hunter
Item: Cloak of Dredgen Yor
Description: Heroes will always have the darkness inside them, even when forged in the light.
Basic: Gunslinger reserve - Provides two extra chamber Mags for HandCannons
Advanced: Lightweight - +2 to agility
Exotic: Blood of the Traitor - Every kill triggers Hungering Blade. (Requires a 5 second cooldown after use)
Warlock
Wisdom of Toland
Description: "Conjured with but one purpose... to die." - Toland, The Shattered
Basic: Grenadier - Melee kills recharge your grenade energy faster
Advanced: Spark of Light - 5% increase cooldown speed of Super
Exotic: Shattered purpose - kills have a chance of generating an orb of light, as well as increasing the Bad Jujus String of Curses ability

However, some of the perks you've suggested are not game breaking and would still allow some agency. I think if they could increase a stat cap or add specific PvE modifiers like you suggested, bonds with perks could be a good idea. So yeah, this Idea could work.
