Some of my own observations.
Naksis, Devil Baron (Captain)
Found: Refinery, Earth (Strike)
Note: Clearly wares the colors and cape of the House of Winter.
Frigoris, Exile Baron (Captain)
Found: Gatehouse, Luna (Mission)
Note: Shows a semblance of structure to the House of Exiles.
Grayliks, Winter Baron (Captain)
Found: The Archive, Venus (Mission)
Paskin/Vekis, King Barons (Captains)
Found: Kings Watch, Earth ( Mission)
Loksis, Devil Claw (Vandal)
Found: Mothyards, Earth (VIP)

I left out the Barons because they are just Captains that own a skiff. Barons - Captain owns a Skiff Captain - Fallen with recruits

I thought it weird even back before the DLCs that bungie saw fit to name certain barons and VIP missions with no extra lore or connections. Like here feel more accomplished you killed a named enemy. I much prefer the HoW layout of the fallen hierarchy.
