The patch notes were worded terribly. They should have just stated "players will not get the cipher retroactively for previous boss kills".
FYI, I just got my 3rd Elders Cipher after defeating the level 34 boss, and I've not yet done Skolas on that character.
What is "broken" about your cipher????

My slots were full, so I can talk to Variks, but he just shows me the weapons without letting me go to the next step.
