The statements made by some of the other helpful players here, are correct. As the patch notes state, the guaranteed key is for the first wanted bounty you complete each week. The statement does not guarantee a key for the first wanted bounty [i]per character.[/i]
You can receive additional keys on other characters, from completing Petra counties, randomly, but the guarantee is one per account per week.
