The explosive rounds are nice on the shadow and other scout types like it.
However. The gun does 43 to the head. When you put explosive rounds on, that critical drops to 29. It gets nerfed to compensate for the explosive damage.
BUT , the explosive rounds will flinch your enemy and flash their screen.

I picked up a Zero Point LOTP and rolled full auto, explosive rounds and zen which I am happy with. It's a really nice option for pve but doesn't work so well in pvp. I feel you have to run with a hand cannon these days which is a shame as I love scout rifles.
