He is selling an arc praetorian foil though. Foil Is still better but it's got the impact and range at least. Accelerated coils is on it as well.

It's kind of silly. It's Arc but has Shank burn. Shaks have Solar Shield!

the damage bonus helps with that aspect - captains use arc shield thus arc damage - shank damage bonus negates solar shield = fallen killing win
