The answer is simple... the majority of players suddenly being able to join matchmade end-game content, and finish it with little to no trouble, will force them to admit that the content really isn't as difficult as they claim it to be.
I'm willing to bet the fact that many people haven't finished raids and PoE is simply because of these arbitrarily imposed limitations.

That's easily resolved. When you matchmake, it will only search for games at the checkpoint reached by said player. Or even simpler- only allow matchmaking at the very beginning.
