The other perk only affects shanks, not all types of fallen

You do know what weapon we're talking about, right? ;) The shank perks are on end-game weapons (maybe lower lvl PoE weapons?), the two perks we're discussing on Vestian Dynasty are Disciplinarian (deals a small amount of bonus dmg. to Fallen) and Mutineer (chance of suppressing a Fallen Captain's abilities).
