Tactically, I cannot figure out what specific role a sidearm is going to play.
The limited info we have makes them appear to be low ammunition scout rifles with elemental effects.
Are they for players who would like twin primary weapons and plenty of bullets to spray?.
Any thoughts?.

A medium ranged special weapon. Arguable there is quite the gap between special weapon ranges. Not including felwinters lie, there are really no medium ranged special weapons. I see shotguns and fusion rifles as close or relatively close range weapons, and snipers at long range. From what it looks like they are magazine fed, reload very quickly, and have high rates of fire. I am excited to try one out.

Their role is probably a backup weapon for your primary. The two so far shown always have ammo on spawn which makes it reliable when your primary needs to reload but your enemy is close to dead and so are you. Doesn't look like one to be running around shooting all the time.

As people have pointed out, impact affects weapons differently.(snipers with the lowest impact can still one hit kill with a head shot) So honestly it all comes down to actually using one adjusting according to play style.
