I'm not sure. I just noticed this today. I have all three of those quest. One is on the moon and there is nothing blinking there. Why only on Earth patrol? And I believe that it is not the Queens symbol we're seeing, but rather the little crown for Heroic/hard mode.

It went away when I completed the bounty for it. The bounty explains more,for example the area I was supposed to patrol.
