EDIT: With the reveal, this could be retitled. However, all steps would still be useful to any users, 32's or not.
Follow these steps to prepare for House of Wolves and get to Level 33 FAST, assuming the rules remain the same as with TDB (such as vendor gear being 1 level higher than raid gear), although this will probably change and I will update. Posting 2 months early to give people time to prepare(Edit: May 19th?). These are not all original ideas, but I plan to use them myself. Reply if this is helpful or suggest alternatives.
GET PREPARED BEFORE DLC:
a. Have any characters you want to reach Level 33 above level 20,
b. Collect and store upgrade materials, including all 4 resources, 54 ascendant shards for each character,
c. Have close to 200 vanguard & 200 crucible marks on each character. Turn in for the material you have the least of if maxed out,
d. Store glimmer rewards in vault for later use and max out glimmer to cap,
EDIT1: Save faction packages at postmaster. (I will be saving cryptarch packages only). If one character gets full faster, have a less used character decrypt engrams to fill postmaster with cryptarch rewards,
e. If postmaster is near full, level faction reputations to within 50 rep from faction level 3 or higher,
f. If postmasters are full, fill vault and inventories with armor engrams, legendary preferably (to rank cryptarch faster), blue otherwise,
g. Complete your favorite Exotic weapon bounties if possible, but don't turn in at the last step,
h. Fill other bounty slots with completed 100 rep/5000 exp bounties.
i. If there is room, save all public event rewards at postmaster for exp after the update.
STEP BY STEP AFTER DLC DOWNLOAD:
1. Turn in only the exotic bounties for new high level exotics,
2. Fill slots with any new bounties,
EDIT1: Open postmaster packages for new HoW gear,
3. Decrypt any saved inventory/vault engrams on each character to reach the next cryptarc rep level, then have 1 character decrypt the rest to reach additional levels,
4. Equip any new gear received from the cryptarc,
5. Quickly grind patrol/crucible to push all faction reps to next level giving you 1-2 cryptarc, 1 vanguard and 4 crucible rewards with commendations each character,
6. Decrypt new engrams, equip any new legendary gear,
7. Purchase new legendary gear required to have all 4 slots filled,
8. If the cryptarc was kind to you, use remaining marks to purchase new weapons,
9. Level up new gear by turning in JUST ENOUGH BUT NOT ALL bounties to make room for new bounties,
10. Complete new HoW content to unlock nightfall strike,
11. Complete nightfall strikes on each character, using older gear only if you need higher light,
12. If you have any new legendary weapons, transfer them between characters before turning in bounties, (Edit: store some telemetries for this as well),
13. Turn in any remaining or newly completed bounties with nightfall exp bonus active,
14. Play however you prefer to level up gear for 3 days,
15. On Xur Day, used saved coins, motes, and exotic shards to purchase new or upgrade old exotics,
16. Use saved glimmer rewards from the vault as required,
17. Everyone is level 33 by the weekend if not sooner, get to raiding if you haven't already.
ALTERNATIVE OPTIONS:
A. Some may choose to not purchase the DLC, but most steps still apply,
B. Some may turn in bounties to reach a rep level, although the exp. would be wasted,
C. Some may want to use 400 marks to purchase new gear right away, but the level rewards may have free armor allowing you to use the marks on weapons instead,
D. Some may wait to complete content & nightfalls before deciding what gear to purchase, instead I'd suggest just not using shards to upgrade until then,
E. Some may want to save all bounties until after nightfall for the exp bonus, hard to say if this is beneficial overall,
F. Some may have multiples of the same class to turn in 3x the bounties on new gear and reach level 33 day one, your prerogative,
G. Some may get only 5 factions close to level, and only worry about #6 the day before. (Cryptarch, Vanguard, Crucible, Dead Orbit, New Monarchy, Future War Cult)
H. Some may want to raid first, although getting to level 33 while waiting for YouTube tutorials is best for most,
I. Some may want to store exotic engrams, but I can't guarantee they won't decrypt into older versions,
J. Some may think Destiny is a waste of time and money, so feel free to stop playing and commenting on forums,
K. Finally, new information may become available prior to release requiring different methods. I will update as appropriate, but use this advice at your own risk.
K: Some believe faction packages saved at postmaster will be older gear after DLC, save these at your own risk.

EDIT2: Many mention a Bungie employee stating they made a mistake invalidating raid gear before. I'm aware if this, however they offered no specifics, so it's all just speculation until something is announced. Following the steps above would still help with weapons and those who aren't level 32.
EDIT3: there had been much debate below as to whether packages will have HoW gear or TDB gear, everyone seems to have "facts" even though they contradict each other. I'm not claiming any certainty either way in my post.
