If this is a raid spot, what about the abandoned train station below the buried city??? Two raids???

What train station? Wasn't the OWT tram center already used as a mission?

Yes it's a mission, the tram system was used as the first way to get into the black garden (if you glitch above it you'll notice that the station and the black garden are directly next to each other) that's the reason that there is a second entrance to the black garden that was scrapped (along with the other storyline) but yes, no raid for tram station, just a mission area(:
