Can do it for raids also. Hang out above Eris on the platform for Crota, and on the left lower platform for Atheon

The difference is people don't need to go there before a raid... Eris bounties don't apply to raids :( however for ToO you MUST go to Vance to get your trial consumables and trial ticket to get started. So why not hang out there or pick up a team there
