It takes a while and judging from the two 26 charters, level 11 character, and the low Grimoire score you are still really new. Most people don't get their first bounty till they have been playing for about a month to two months.

Then you will have to be patient. I have been playing since January and I've gotten every exotic bounty now three or four times. It takes time and patience. I got lucky enough to get three in one day as I did bounties on each character.
