The gif is from a show called Red versus Blue, and in the show there is a character named Michael J Caboose or "Caboose". Caboose is the idiot of the group and that line is spouted out from him while he's fighting a girl named Texas (the black Spartan in the gif) Btw taxes is and anagram for Texas

Actually Caboose does say "I hate taxes", it's just in a later season

I think the taxes line is in a later season, but I've only seen 1-6, and the babies line is in the season 3 opener.
