Here is my take on it....
First of all I absolutely love the idea the whole time I read this I couldn't stop thinking about dredgen yor and how cool it would be to play as a fallen guadian. :D
But, for inplementation there needs to be something that stops people from bailing. And jumping back to orbit. Second there aren't a lot of people in a map together as it is let alone fireteams of guys just screwin around.
So here are my suggestions....
1. Two bounties one to hunt.....lets just call it bounty hunter, and one to be hunted, each has separate rewards.
2. With crossing patrol servers it shouldn't be a problem. But in case it could be in a game mode within the world directory. Thats a thought....but It takes away from the patrol aspect I think
3. There should be a punishment for leaving after starting one. After so many times leaving, patrol missions can not be picked up or something.
So that all being said, I love any idea that adds more to the patrol aspects. As of right now the worlds are very bland :(

You know... the idea is cool Now making it to where a player can volunteer to be hunted. This is a great idea. That means that someone will be in the area to hunt. I like the idea.

Thanks for the feedback! And yeah if added to the Director it would take away from the patrol experience which is what the bounties/beacons are meant for. Those are good ideas though maybe they could possibly be integrated within patrols.
