This is God damn ridiculous. Even regular hand cannons can kill me in 3 shots. Here is an idea. Decrease the base damage of hand cannons and pulse rifles. Slightly decrease the precision damage for pulse rifles and leave the precision damage for hand cannons as it is, and increase the base damage of auto rifles. This will make auto rifles more effective, make pulse rifles not do op, and truly make hand cannons a precision damage gun for those with steady aim.
