The arena could be something like a raid but smaller. wouldn't this help people that can't finish raids get more get more familiar with the mechanics of a full raid?
If I were someone important working for Bungie and I see that a small percentage of people are able to complete the raid, then it would be my job to make sure that that number increases. The way that I would do this is to create something like a raid, with half the team(3) to ease people into it.
Now the arena could be something entirely different, and I'm fine with that. I would rather have a solid Raid later this year than something put together without much thought put into it.

60 percent of people who started the game quit before the dlc drops so any figured of users playtime is useless unless it is from known active users

If it requires a LFG site......the numbers will be the same.
