Best level to spend engrams on?
So i've been collecting engrams on my level 26 hunter for sometime now. Im making 2 new hunters to level up to 20 so I can gear up easier on my main. Since im making all hunters I dont need to wait for level 20 to spend the engrams.. already have enough level 20 blues lol.
Now I've got a couple questions; 1. What's the lowest level blue? 2. What level is best for spending the engrams (for leveling?

Vanguard Roc strikelist, trust me weapons and armor from engrams are usually lvl 16 -20 from Vanguard Roc you often get higher quality blue weapons and armor and also regularly legendary engrams drop, and occasionaly exotic drops legendary ships in abundance and while you play rocstrikes , you get marks for which you can buy legendary vendor gear, and earn reputation with factions where every level after 3 you get a package(possible legendary gear inside)
