The proper answer is both.
And no, time isn't a factor. An indie developer with half a year could of done both, how a company with 1000+ employees can't do it is up to your imagination.

You do realzie that not all of those 1000+ so called employees all work in development right?... less than half probably work in the actual development of the game itself the rest are testers and administrators and marketers

probably because they want to test it so there is no exploits and people can't just run a raid which is to take a decent amount of time can be done in 15 minutes. think logically.

Or because they know that 90% of the people still playing Destiny have already pre-ordered HoW (or have no intention of ever buying it) and instead have moved the raid to the next paid content (Comet). Now that's thinking logically.

but how has a corporation let you down? they never said there would be a raid with this dlc. you seen a leaked image of dlc that was not set in stone with its content. people are quick to just assume rather than waiting for official information. you only let yourself down with false expectations.

Yeah I agree, would have been nice to have a raid when they all but actually came out and said each expansion would have a raid but I'll just keep at it
