Well if you have a look when you press vanguard in orbit, the top right section is empty. My guess is that it will be filled with a lvl 28 strike playlist or maybe 32 with modifiers as you suggested?

It'll probably be the least Bungie could do (lvl 28) as they are minimalists in this game.
