This would be a bug, but you're not really meant to go into the terminus.

If I'm not really meant to go in there, then Bungie would've made it so that I cannot get in. The way how to get in there is known for months, and Bungie is surely aware of it.

Still you can't really complain considering the Area isn't ready yet.
