The reason why ODST is saying this is because 343 killed off rookie and most of the odst squad as well. Buck and Romeo became Spartans though.

More ODST! Yes the original crew may be gone, or turned into a Spartan (Yes!). They could do one with other characters. In a different time line? I'd welcome a return and soon as 343 send me ODST for MCC I will be fragging Engineers and be a happy man. Lol
