Yes, but ....
Felwinter is slooooow. So if you don't kill with one hit, you are probably dead as you are not getting another shot off. Also I have been beaten to the punch but other shotguns which seem to fire faster.
The range you are experiencing is probably a lag issue. You see person at range, they move closer and shoot and then you see your death. In my experience the felwinter' range is not OP

When something replaces Found Verdict as the predominate PVP shotgun it probably says something about its range.... Especially since it has a low rate of fire.

It probably does have better range than found verdict. It seems like it has very good range for a shotgun. But, since he/she did not specify the exact range in his/her comment, I felt compelled to offer my experience. I use felwinter and in my experience it does not have excessive range. I have been killed by it at long range, but I cannot kill with it at long range. If I cannot replicate the range with that shotgun, I chalk up my experience to lag. It is not like TLW, which can apparently be used to snipe on blind watch -
It can just kill at longer ranges than certain shotguns because it has such high impact. Any shotgun with hammer forged has the same range as any other shotgun. It brings your range to max no matter what the base range is. Honestly you shouldn't be using any shotgun in pvp that doesn't have hammer forged. Rangefinder and shot package are also extremely important. Any shotgun with those perks will have the same range. It's the impact that dictates how far your kill range is at that point.
