Does no one else read the description and feel pretty certain that it's being literal when it says adds an additional jump to double jump, thus just making it triple jump for locks?

You can already blink unlimited times in the air, it just has a cool down per two uses. So if the cool down was done you could blink as many times as you wanted in the air depending on how long you were in the air.
