Happened to me, I had 8 times the 3 same bounties but I got em by turning in vanguard bounties, then I tried turning in a lot of Eris morn, crucible or IB bounties and finally got the 2 last (pocket infinity, not universal remote by the way). So maybe change your play style? Worked for me but it may be luck.

I got an exotic missive from Eris Morn as well. It requires you to take it to Xander anyway, and he still gave me the same 3 bounties.
