I just attempted my first raid a week ago. I was a level 31 before I even considered finding a group.

I did my first at, I believe, 29, and it was normal Crota. But I had a ton of help, definitely got carried for the majority of the time. Would definitely recommend waiting until 30 before trying normal Crota, if you've never done the raid before. But no reason once you hit 30 not to give it a go. Especially because it'll only take you a few raids to get the raid gear to bump you to 31.
